CITY OF ROCKY RIVER
June 17, 2019
The Special Meeting of Council was called to order by Mr. Moran, President of Council, at 7:00 p.m. in the David J. Cook Council Chambers.
Council Members Present: Mr. Hunt, Mr. Shepherd, Mr. O’Donnell, Mr. Furry,
Mr. Sindelar, Mr. Klym, Mr. Moran
Administration: Mayor Bobst, Mrs. Costello
Law Director: Mr. Bemer
The meeting was opened with the Pledge of Allegiance.
The Special Meeting this evening is in regards to Ordinance No. 47-19 concerning the asphalt for Hilliard Blvd.

ORDINANCE NO. 47-19 BY: JOHN B. SHEPHERD
AN EMERGENCY ORDINANCE AUTHORIZING THE MAYOR AND SAFETY SERVICE DIRECTOR TO ENTER INTO A CONTRACT WITH CROSSROAD ASPHALT RECYCLING, INC. FOR THE 2019/2020 HILLIARD BOULEVARD RESURFACING PROJECT IN AN AMOUNT NOT TO EXCEED $1,975,960.75
Councilman Shepherd said this was discussed in depth at last week’s meeting. This is a two-year project and the Special Meeting was called so this project can begin in a timely fashion. This is the repaving of Hilliard from Lakeview all the way to the Westlake border. The first section, Lakeview to River Oaks, will be completed this year with the County paying 80% of the paving. The second part, the City of Rocky River will pay for and will be completed next year. Traffic will be maintained in two directions at all times.
Mr. Shepherd took this opportunity to thank Director Costello and the contractors on Wooster Road for only a few delays he has experienced during that construction. Property owners and businesses are grateful.
The Hilliard project will have some full depth repairs and replacement as needed. Six bids were received and this was the low bid. The Mayor added that the city received close to $1.6 million dollars from the County to assist with this paving. The Mayor said the city is very appreciative of the efforts of Director Costello along with County Councilwoman Baker who assisted the city in securing additional dollars. President Moran moved to close the Special Meeting, seconded by Mr. O’Donnell.
