September 17, 2018

The meeting of the Committee-of-the-Whole was called to order by Mr. Hunt, President Pro-Tem of Council, at 7:00 p.m. in the David J. Cook Council Chambers.

Council Members Present: Mr. Hunt, Mr. Shepherd, Mr. O’Donnell,

Mr. Furry, Mr. Sindelar

Absent: Mr. Moran, Mr. Klym

Administration: Mayor Bobst, Director Costello, Director Thomas

Law Director: Mr. Bemer

The meeting was opened with the Pledge of Allegiance.


The Mayor thanked everyone who helped make the Fall Arts Festival a success this weekend. Thank you to Terri Jones and the Foundation, Director Mehling and the Recreation and Service Department staff, Director Costello, the student volunteers, the sponsors, the merchants and all of the artists. It was a beautiful day!

This Sunday was the “Our Lady of the Wayside Run” through Rocky River. Director Costello participated in the run and Law Director Bemer helped on the course. Thank you to all the volunteers and organizers from Our Lady of the Wayside and a special thank you to all of the runners who have a very philanthropic spirit and share their passion of running with raising funds for very important organizations like Our Lady of the Wayside.

Homecoming is this weekend with the parade kicking off at 6:00 p.m. on Friday, September 21st. The parade begins at St. Christopher Parking Lot, proceeds south on Northview, west on Westway, north on Wagar and east on Detroit. There is also a tailgate party featuring food trucks beginning at 4:30 p.m. on the high school campus.

The Mayor proudly announced that Director Thomas and the City of Rocky River was awarded the Ohio Auditor of State’s Award of Distinction, for the second year in a row. It was presented for excellence in financial reporting related to the CAFR and compliance with all applicable laws for the fiscal year ending 2017. The letter accompanying the award states that the taxpayers can take pride in the commitment of accountability. Congratulations from the Auditor of State!

President Pro-tem Hunt congratulated Director Thomas and all the administration for their hard work in earning such fine accolades.


AMENDED ORDINANCE NOS. 87-17 and 90-17: Mr. Shepherd said that Council received a copy of the Planning Commission Minutes this evening and the minutes will be adopted tomorrow evening. Both of these ordinances were addressed in these minutes. Council received amended exhibits for both ordinances this evening. Mr. Shepherd asked that these exhibits be reviewed and then discussed at next week’s Legislative Meeting.

AMENDED ORDINANCE NO. 50-18: Mr. Hunt said that Council received an amended exhibit for this ordinance tonight also. Thank you to Law Director Bemer, the Law Department, Director Costello and Animal Rocky River City Council Committee-of-the-Whole Meeting September 17, 2018 Page 2 of 2

Control Officer Jarvis for the amended exhibit concerning animal control. Mr. Hunt asked Council to compare the new exhibit with the current exhibit. This will be discussed further at next week’s legislative meeting.

RESOLUTION NO. 51-18: Mr. O’Donnell said that this is a resolution accepting amounts and rates as determined by the Cuyahoga County Budget Commission and authorizing the necessary tax levies and certifying them to the County for the inside and outside millage to be billed on the real estate tax bills. This has been read once and will be read for a second time at next week’s legislative meeting.

ORDINANCE NO. 52-18: Mr. Sindelar said this ordinance is for the purchase of one 2018 Ford F-150 Extended Cab Pick-up Truck for the Service Division. This is being purchased from the State Cooperative Purchasing Act. This is replacing the Service Commissioner’s 2007 Impala. This will have two more reads.

ORDINANCE NO. 53-18: Mr. Sindelar said that this ordinance is to renew a contract for one year for the purchase of janitorial supplies from Ohio Valley Supply and Maintenance Co. The prices will be maintained from last year and gives the city the option to find the products cheaper. This will have three full reads.

ORDINANCE NO. 54-18: Mr. Shepherd said that this is an annual ordinance to seal the cracks and joints in the streets. This company was the only bid received, but has been the best and lowest bid in previous years. Material and labor costs have increased along with an additional quantity that will be purchased. This will have a full three reads.



MISCELLANEOUS BUSINESS: Happy Birthday to Safety-Service Director Costello!

As there was no further business by members of Council, the meeting was adjourned at 7:18 p.m.
